To me honestly, Vegeta seems pretty balanced. And he has a lot of combo extenders. I like the character overall, it isn't too high or too low in detail and damage, so it's a good character. My only complaint would be is that you're less likely to land that ultimate, since all you have to do is just move out of the way or counter it. You're more likely to land it if you have an auto tracker on, like controller for Xbox players.
