On the surface yes. But if they're right about titan having a sub surface ocean then theoretically the heat the core provides could be enough to spark life, even if it's just microbial.

Life on Titan is even more weider than life on Mars.
Bringing oxygen to a giant gastank moon seems like a very bad idea. Teraforming a giant globe of extremely volatile substances so humans cold breathe on this giant flammable moon means adding more than enough oxygen to make it explode. Living on a giant fireball seems a little counterintuitive.
