In the end of chapter 60, he also says to Fiona: « Oh I am not on anyone side. I am just not a fan of the way the East does things. This country is to rigid, too oppressive. So I like to shake things up with a little trouble sometimes. Guess I am going through a rebellious phase ! » Plus, we know from the backstory of Loid in the manga that Franky isn’t even from the same nation than Loid. It wouldn’t make sense for him to work as a spy for a nation that isn’t even his. However, it makes more sense for him to help Loid if he thinks the East is doing things wrong.
