In my opinion he is literally the copy of bad time but he is going lightly because its a show. And having crossbones as a gamepass seems weird as a reskined gamepass character but the win one (which is actually more popular than swap sans) papyrus is not. Reworking old event characters aren't their first priority but they're slowly doing it and i'm happy that they're actually remodeling,they did give a small buff this uptade.
