I don't think greatness is strictly stats. The defense that Ronaldo and Romario faced was far more proficient and brutal than the defence Pele faced. I think that should be taken into account.

Just replay the 1970 world cup Final, Brazil vs Italy. You will see one of the best Brazilian team ever. I really liked how Rivelino, Jairzinio, Gerson, Carlos Alberto, Clodoaldo, the whole team with Pele. They were great.
