The Story of Janamejaya and Sarpa Yagya
King Janamejaya the son of King Parikshit was the King of the Kurus, ruling from Hastinapura. One day, a Brahmana named Utanka came to his court. The king received him graciously, and asked him if there was something, he could do for him.
Utanka said, "You amaze me King Janamejaya. When the murderer of your father is roaming around free, you sit at ease in your court and enjoy the comforts of a King. You have acquired fame as a just King, but I see no evidence of it. You have not even addressed this great injustice to your father!"
Sage Utanka also revealed the destiny of Janamejaya - that he alone was divinely ordained to perform the Sarpa Satra. Encouraged by destiny revealed to him, Janamejaya at once ordered for the preparations to be made. The ministers and priests were already burning in anger at the loss of King Parikshit and set themselves onto the task without any delay.
The great sacrifice began. As they chanted the appropriate Mantras and poured the clarified butter into the fire, snakes, impelled by the power of these incantations, started converging from all over the world. There were snakes of all shapes and sizes. As the priests called each snake by name and uttered the fatal words, that snake would meet its fiery end into the sacrificial fire. The sacrifice continued for days. Snakes were perishing in the flames in thousands. At this point, a Brahmana named Astika came to visit the sacrifice. The sacrifice was nearing completion. The King welcomed his guest. Janamejaya asked Astika his wishes so he could fulfill everything the Brahmana’s heart desired.
Janameya questioned as to why Takshaka was still alive. He demanded to utter the mantra that would kill Takshaka immediately. The chief priest then invoked a powerful Mantra to kill Takshaka but nothing happened. Everyone seemed confused as to why the mantra was not working for Takshaka Naag. Finally, the head priest mentioned that Takshaka had sought asylum from Indra. The Lord of the Devas was protecting him in his palace, and that is why their Mantras did not work.

Hearing that his father had been fatally bitten by the snake-bird, Mahārāja Janamejaya became extremely angry and told the brāhmaṇas perform a mighty sacrifice in which he offered all the snakes in the world into the sacrificial fire. *-Srimad Bhagavatam 12.6.16*

Janamejaya's significance comes as the listener of the first narration of the Mahābhārata, narrated by Vaishampayana, a pupil of sage Vyasa. Therefore, the Mahābhārata that we know of is actually the version narrated by the disciple of Sage Vyasa. It became an oral tradition ever since. The original book written by Sage Vyasa (and Ganesha) is said to have been stolen by the gods.

Its actually the curse of Kadru (mother of Snakes) when she ordered her sons to cover the tail of Uchaisravam (divine white horse) to prove her sister Vinata (Garuda's mother) incorrect and place her under slavery and prevent Garuda from attacking the snakes for food. Her sons disobeyed her and she cursed them to death by falling to the fires of Serpa sathra yagya performed by the king Janmejaya.

A spoiled brat played a prank, got cursed, paid the price… and then needed to get avenged? Utanka sounds like he had a score to settle with the Nagas. If you read about it, Takshak had no personal investment in the death of Parikshit. He was simply following the divine order of honoring the power of a learned sage’s curse. And given the advent of Kali - this destruction of the lineage of Krishna was also a part of Gandhari’s overall curse. So this was meant to happen.
