I think my mouse is the problem, btw my display is 144 hz so does my cursor also gets capped to that fps eventhough i record at higher fps ?

you can record at any high fps without getting limited by your monitor's refresh rate. in your case, your mouse polling rate is probably the limiting factor in which disables you from achieving the true high fps that you set in obs
