No... both samples are independently derived. They didn't literally use the Sting sample, it's just that the Ejays sample sounds similar. You only owe royalties if you directly sample from a copyrighted piece of work. I mean Sting COULD try to claim royalties but in this case he shouldn't be allowed to as his work wasn't directly sampled. He would have to take it up with Ejays if he thinks the original sample itself was stolen really.
