It had to be anticlimactic because, well, Dee Vasquez is reasonable on where to admit defeat and stuff. She knew she couldn't win the battle, so she surrendered. Not all of SWAT was looking for Pearl, only the SWAT soldiers Edgeworth could gather were there.
