The race for artificial intelligence - Can Europe compete? | DW Documentary

Artificial intelligence (AI) is transforming industries and society - and a global race has taken off for who will create the most cutting-edge technology.
The outcome could reshape the global balance of powers. At the moment, the United States and China stand as the leading contenders. Europe, meanwhile, finds itself lagging behind. But the continent is eager to catch up, and it has a plan: Officials hope that a strong emphasis on
transparency and fairness in AI development will set European AI apart and provide an edge in the years to come.
However, the question remains: Can these European initiatives compete with the vast resources that Big Tech companies pour into AI research? And will the EU's ethics-first approach to AI become a competitive advantage in the global race for AI - or will it set Europe even further
behind?

I'm always baffled when I see folks in key positions of different fields without having any prior experience at all in that particular field. For instance, Ms Sioli @8:15 is the director for AI in EU with a PhD in economics, apart from the money side I would highly doubt if she understands the current state of art in AI or what are the open problems in the field, yet these folks keep ending up in key strategic positions without having the proper background to understand all the nuances of the field let alone the implications of their decisions.

In France, we have two political chambers that are supposed to represent the people (senat + parlement) : there is actually less than 10% of this guys that could be competent on digital affairs. And my guess is that there is probably 0% of this guys that have coded in work environment in their entire life. It just feels that engineers are removed from political decisions.

There are two main problems that are holding the EU back in their development of their AI tech. The first is the conservative funding. In the US, venture capital is more abundant, bold, and risk taking in contrast with the EU. EU startups often face funding issues especially in their later stages and leave to the US where the cash is available. The other problem is the corporate and societal culture that is less focused on adventurous achievements and more focused on security and stability. There is also bureaucracy in the equation. The US is the land of the personal and individual legends. The US is excited and optimistic about AI. The EU is cautious and skeptical. Even in media, europeans talk about AI as something foreign not as an accessible technology of their own.

All you have written is true, that is why it should be at political level and at EU level that these decisions should be applied to create and nurture an ecosystem. China and Russia are not models of individualistic and pro-risk society and yet if they are given adequate access to semiconductors they will be able to challenge the Americans. What is missing in EU is capital risk structure to attract more foreign investment et the political will.

Europe has vast pools of talents and resources to lead emerging technologies like AI and quantum computing; however, the continent has been held back by just as many bureaucrats and "tech consultants" like the Eticas CEO with entrenched professional and financial interests to erect as many regulatory red tapes as possible. Many have little to no background in their specialized tech field and cannot possibly make sound judgments on things that are just starting to bloom. Think about it: many leading European companies especially those in Germany, the largest and most influential economy, have legacy infrastructure and risk adverse mindset that heavily contributed to the contient missing the previous waves of tech innovations including the PC, internet, mobile (i.e. iPhone, Android), cloud and now AI. The latter innovation is a technology that is very different than the others that came before it because AI will have profound effects on nearly all aspects of human life on the planet, way more important than the internet and equivalent to something like electricity. Ethical AI, my areas of research interest, is extremely important. That said, Europe must find a balance between technological oversight and freedom of innovation and entrepreneurial opportunity for the betterment for the majority of Europeans instead of entitled, intellectual elites!

I think Europe shoud go faster we have to much problems in the world to not inovate with new technologies. Europe is a bit conservative but it does great fundamental research however it is not always developing it further. Maybe the countries in Europe are to small and the languages to different to scale up big ideas like china or the usa where you have sillicon valley and other tech hubs where you cross a threshold where great ideas can get realised and there is an atmosphere of making ideas rality as soon as possible. Often even with frustrated europeans who have the knowledge but not the atmosphere to realize their big ideas. It might not be ideal but in the end if the inovation is made and the people might bring it back from time to time it might be ok. I am from Germany studying applyed informatics.

This is my first time hearing "digital twin". The concept is not new, but this terminology is new to me. In 1979 I teamed up with Animal Scientists at Texas A&M University in College Station who were creating a simulation model of beef cattle production. This was a "digital twin" of a herd of beef cattle. My project was to extend this model from the herd level to the individual animal level and became my Master of Computing Science project.

To boost AI competency in Europe, some existing large companies need to adopt AI technology actively. Not just laboratories, software or internet service companies, but conventional block and mortar companies like auto car maker, chemical company, energy company, machine tool factories etc. All these companies and factories benefited from the introduction of computers and internet and various IT technologies since1980's and onward. Same goes to AI technology. AI can be he real game changer when integrated into our society and business in general.

For anyone from developing countries, it's more important to build your infrastructure and industries, like getting stable electricity, water, internet. Build more roads within your country and trade routes to other countries. The only thing AI and robotics will affect you, is that rich countries are going to move its manufacturing back home, as things can be done by automated machines, but they still need the raw materials from other countries, so they are still mining and taking resources out of Africa, but they will not invest in your industries.

In the same way that the EU regulates Internet privacy through the General Data Protection Regulation (GDPR), it also promotes a free flow of data with the Non- Personal Data Regulation (NPDR), allowing companies and public administrations to store and process non-personal data wherever they choose. And privacy data doesn't mean all information related to a person, only the one that can identify you, and as long as it is anonymised it can be stored and processed as well. It is also important to know that personal data is not an impediment to feed AI, as it does not need to link data to people, but only to extract patterns. So an AI application for emotion recognition using cameras is no problem as long as the data is anonymised and the predictions are based on patterns.

That's not all that EU is doing. This level of data protection as you mentioned is there in US. What EU wants is 3-tiered differential data privacy levels for different types of companies. High impact companies with large reach to mass needs to externally verify their AI & can only provide AI services once they have surely eliminated harmful effects (complex definition). For smaller companies self assessment of AI impact is good enough. Now, good luck inviting big companies to "eliminate all harmful effects" before even launching. How will companies find out all the problems even before launching? It will force testing of AI platforms in foreign land before deploying it in EU

How all this is connected to the title of the video? It is more about how some researchers use AI tech and their field of application, good for them. But I was expecting a map of most influential AI companies in the world and their models and showing where EU stands in the race . And a list of major fields where this race is brutal. Instead I get 24" minutes of blabla, law makers already focusing on restrictions - They should not worry at this pace there will be nothing to regulate from Europe. I can use Ai to do my dishwashing too how is it informative. 24 min of blabla and 0 information value. At the end, I went to ask to perplexity, Claude and bing to give me and rank the top 20 Ai European companies based on their financial value (period). I will do the same for the world. Ps. If those people expect that money from Brussels will be enough to complete in this race, they are delusional. Brussels money is just good to build a functioning mockup in order to be bought by a US company😢😢.

I think some jobs pertaining to data & social media might be affected if AI replaces these employees. And later if they actually create a robot that can take away manual jobs. I don’t think people in future would invest in robotic companies that create products that would make US obsolete…maybe good if EU regulations are in place to limit it. I think being uncompetitive should not be a problem if the alternative is avoid extinction of the human race. What would jobless people do with no income & no spending capacity. A robot doesn’t NEED food, tampons, beer, bikinis, sneakers, cookies etc etc etc what would these retail & fmcg & manufacturing companies do :O

@@aggoor1 This is not enough. By knowing English nowadays you can get a job in international company, have clients abroad, however this doesn't make your life compfortable if you relocate to another European country due to prevalance of local languages. Plus if you have own business you have to find interpreter to promote your product in another speaking countries, hire locals in call center etc. It makes bariers for business.

We are shrinking in term of population and cannot attract talents from Asia. They r not motivated to move to EU due to language bariers, they know English and relocating to Canada, US, Australia looks much more convenient for them. I still believe there will be rooms for local actors and singers.

EU have some key aspect that is uniqe for them. Aka Eu motor industry. But this is not where the real growth is. You want a growth that can penetrate and overtake US market. Robot combined with AI is one of those market aspects that can controll US space. This is where Eu should just dominate the US market by brute force.
