Pokemon can only dynamax and Gigantimax in certain "places of power". People discovered this and built stadiums on some of those places. The other places are the dynamax dens. I'm only halfway through the game but there's an NPC that mentions that at some point.

There’s so many issues with it it’s so funny. The Pokémon calls would make people deaf The water moves would flood everything The fire moves would burn everything Dynamax Magcargo would be a small sun The trainers would be stomped on or killed by the moves The stadiums are way too small for most dynamax Pokémon Galar is one of the deadliest regions in Pokémon for the wrong reasons

Dynamaxing is just powering up your Pokémon for 3 turns and applies to all Pokémon except legendaries. Gigantamaxing is the same as dynamaxing but it changes form and gets a signature G-max move.
