The problem of street animals

Currently, the problem of homeless animals is very acute, as it only grows every year.
Homeless animals are carriers of infections and diseases, including rabies, they pose a very serious danger to us.
Right now, we have to start fighting this problem, to help both our selfs and animals who don't have homes and whose lives are miserable
We need to support animal shelters more, both by allocating funds from the state or city budget, and by involving volunteers and non-governmental organizations.
A specific budget should be provided for the castration and sterilization of street animals, which will reduce the number of animals multiplying uncontrollably in the long run.
Everything is in our own hands and as long as we make some effort, the problem can be solved.
Main problems:
1. Animals reproduce and therefore their number does not decrease.
2. Street animals can be dangerous. For example: a pack of dogs can attack
3. Animals carry many diseases (rabies).
Problem solving
1. Introduce the law that every pet must be registered.
2. to find out whether the potential owner of the animal has the ability and determination to maintain the animal.
3. Allocate more budget to animal castration and sterilization
4. Allocate a budget for taking stray animals to the shelter and their care
