The concept was adopted from the Nazi regime where Hitler had hydra, top secret government organization that designed nexgen weapons, come up with armored trains. This was what aided Nazi for years. Officially Russia has hidden missile assilos in former USSR territories and operations groups scattered to the four corners of the globe. They never got rid of KGB just rebranded it into what is now the FSB. World Cup gave us a lot of onsite information on them. They are still the most secretive nation. There is a lot we don't know about them. We have no concrete proof they don't already have this in place. No nation has ever tested their power or attempt an an attack to this day
