Flamu seriously, I pick IFHE BEFORE concealment for T7+ 152mm cruisers! Especially the Kutuzov and Mogami, but even Chapayev and Belfast as well. Its not like the concealment is terrible without it, especially when you are going to be firing from cover so often with USN 152s.

Wait, so 25mm WILL shatter 152mm HE? I thought it was good for up to 25mm without IFHE... Well if it is good for 32mm WITH IFHE, and I am fairly certain from much experience in Kutuzov that IFHE 152 will pen 32mm of armor, then what I have just commented is DOUBLY true! Not being able to damage 25mm of armor with HE at tier 8 is disastrous!

And that’s why, it was worth grinding my ass off with the commander XP flags and all, I went from a 10 point captain to a 19 point captain in 2 days.. with the flags running out in the meantime

I suspect a lot of people are struggling because at T6, Cleveland's armor wasn't very like a light cruiser. You could be more aggressive with her before and get away with it.

You're 100% right on that, was playing last night and saw Clevelands charge in like they were battleships or heavy cruisers. It was pretty funny to watch.

Flamu thank you for advising to choose IFHE for Cleveland. By that, I just reached 186k damage on my Cleveland as my highest. This ship has so much potential as it had in the beginning of open beta. Amazingly, I tanked 50 Neptune AP shells for almost 0 damage when I angled just enough to shoot all turrets. Thank you man for incredible work.

Stock hull and 10 point captain is where I am right now (don't even have the extended range fire control), and I also took CE, so this is actually a useful match for me.

Extended Range on those arcs? With the extended detection penalty? You'll be just another Cleveland camping behind an island begging for a lucky hit on a stationary target.

imo I enjoy the T8 Cleveland more than at it's old tier.

I miss the old T6 cleveland :(

Recommendation for you. It would be really nice to see a video about the state of radar in the game. Do you think that radar in it's current form is a good, or bad thing for the game? Would you see it changed or tweaked in a certain way? How do you think the Cruiser vs Destroy relation would have to change if cruiser radar became line of sight, as some are suggesting? Would be a really neat idea for a video!

With a 10 point captain on the new Cleveland I would honestly go IFHE before concealment. Her stock concealment is not bad and you really need IFHE if you're going to be fighting against T10 and such.

I tried playing the new Cleveland in a co-op game just to get a feel for it, so I only had an 8-point captain and a stock hull. A DD spotted a cruiser turning broadside to me; to avoid torpedoes from the DD. I was in the open starting to turn away and heading for island cover. Normally I wouldn't have opened fire as soon as I did but I wanted to see how well my AP worked on this cruiser. Though I got some decent damage, it wasn't worth it. A bot Alabama fired a volley at me from it's two front turrets and dev struck me before I could get behind an island. I was perfectly angled if I had been kitting away from most tier 5 and 6 battleship, but I might as well have not even tried to angle in this case. Except when you get to face tier 6 battleships, as Flamu said, you will be hugging islands in the new Cleveland. Perhaps the Cleveland will be useful in the new T8 scenarios Wargaming is working on, because I'm not enthused about playing this ship in random games.

So it’s basically not competitive in its T8 Version

Essex actually doesnt struggle that much against Taiho bcs of larger fighter squads while having two of them just like a common Taiho. You just gotta focus on shooting down planes and shielding teammates to succeed in Essex.

Einfach In addition to being lower tier fighters and being able to take advantage of the 1 point captain perk to increase fighter DPS. They don't have the speed to chase Taiho planes, but they do have great defensive capabilities

Great video Flamu. Came out just in time. I had a 11 point captain on my Cleveland and they put it into the Pensacola so i swapped them out and now have the 8 point capt on the pensacola. I have never had a Pensacola so would you recommend the cleveland captain skills for pensacola also? By the way, what is that green camo on the Cleveland, i bought a camo for mine a while back but it is not like that. Just curious as to what you get from that one.

You won't need IFHE or Demo Expert on the Pensacola to do reliable damage, because 203 mm guns. Adrenaline Rush and Concealment is still highly recommended, because cruiser. However, this new version of the Pensacola has horrid turret traverse - 45 seconds stock - you literally need Expert Marksman before AR to reduce this to 38 seconds - which is still crap. On the upgrade modules, you could go the same as Flamu showed on the Cleveland and do well - however, you could swap out the AA upgrade module for the one giving faster turret traverse - this plus EM would knock the turret traverse down to 32 seconds, but add one second to the reload, which you could mitigate to some extent once you have enough points to add AR as well - you'd need to decide which is more important to your playstyle, longer range AA or faster turning main guns.

On the test server I found the new Cleveland quishy at tier 8. 1)Didn't take much to get obliterated. 2) Something was missing. Range of shells maybe? 3) AP shells are utterly useless. Most just bounce off unless exactly perpendicular. 4) HE shells don't start fires like old Cleveland.

Definitely saw a lack of fires too when I was using the Cleve, but otherwise it was still the old fragile Cleve that needs island armor to shoot behind. I definitely like her more than the T6 Pensa.

Good point. At T8, I usually stick to AP so I forgot about the diminishing returns on HE. I respec'd and went DE + IFHE + both fire flags and it was a marked improvement in both fires and performance.

Good lord, but what wouldn't I give to have the "old" Cleveland's shell velocity back right about now...

I had a terrible time trying to take out Clevelands last night in my Kronshtadt with AP. Maybe I was hitting his torpedo belt? I shot him over and over both angled and full broadside no citadels no large hits. I'll hopefully be looking for a Kronshtadt video from you since it's been released live. I had a very rough time with it last night but it was a very bazaar night with this patch. Really enjoy your videos, look forward to new ones and constantly watch your old ones.

jamesshaw89 I've found a lot of success with my Kron by sticking around close to medium range. The 25mm nose, deck and rear give you no defense at range, so I try to take advantage of the 200+ mm belt and large HP pool. I've found the sweet spot to be around 13 to 15 km from the enemy frontline. Currently using my Moskva captain, and I'm thinking about respec to work in ammo swap reload. I've initially mounted the range mod so I can return fire on the annoying Hindi in the back line or to take advantage of the flanks on stationary cruisers/battleships, but I'm going to do some games with the reload mod to see how it fares in the close to midrange game. My only concern with the reload mod is the hit to turret traverse, which puts the ship at a handicap against multiple targets in the shorter ranges. I'm open to hearing what you're successful with or struggling with in your Kron, I'm enjoying it so far. It's everything I wish my Scharn was when it comes to shell accuracy. Cheers mate

I experienced the opposite yesterday in my Kronshtadt. Taking out Clevelands was so easy I kind of felt bad for them. Maybe you had bad RNG? I was using HE on anything angled, maybe try that. The Kronshstadt is a horror show for any un-supported cruiser.

Cleveland's reputation is now stronger than the actual ship.

What do you think of the new Baltimore? Would you build it the same as the old one?

Thanks for the review. Taking into consideration you could take out a rowboat armed with an AK-47 and still have a 100k game, there are issues.

just grinding the rest of the American light cruiser and currently grinding the Clevland in 2020. Do you have time for an update with recommended build and commander skills in current meta? Really enjoyed the Helena, and I am a Chapayev fan.

I feel like the Cleveland is average for its tier, however since t8s are always put against t10s, it needs some kind of buff.

I personally would like the old 16.something km range back but the 15.6 is gona have to do i guess. Not really an issue of being able to fire effectively, but rather to actually be able to aim at that range. The Cleve was effective at max range before and it still is, all a matter of good aim.

So the ship needs at least 34 knots of speed and heal to be viable?

Would using jack of all trade be a viable option instead of AR so you are getting that radar and def aa back faster?

Since it wasn't mentioned in the vid, if you opt for IFHE first, with just concealment mod, you concealment works out to be 10.3km.

they fix the gun penetration on the Cleveland, its more buff

how about compare this ship with 155mm Mogami?

Lol ... Cleveland with poor concealment while low tier? IFHE does nothing at all afterthe ship sinks. Learn how to use AP. Better yet, learn your cherished Cleveland is now way outclassed and it's time to let go.

The lack of torpedoes really hurts this ship. I weirdly never felt that when it was T6, but in T8 any BB can bull-rush you (especially if you're hiding behind an island) and there's very little you can do about it. Sure, you can wear then down with IFHE, but they can just overmatch your armor and hull you, regardless. Ship feels usable (if barely), but I literally have no idea why I would use this ship over my Mogami.

Can we expect a range buff once the dust is settled?

Clevelands now that are top tier are still pretty dangerous, provided they play smart and not flash that keel to every single battleship and heavy cruiser that are in range. But if they go up in tier 10... its...hard. Challenging.

i did notice something was wrong when i was going 4500 damage a salvo in my cleavland.... yet getting 1500 damage overpens in my BBs when this ship has you where it wants...... GG it tears shit apart but.... i really think it should be tier 7 same stats.... just T7 or it needs a heal PS...... you should have used a bit more AP i feel at least at T6.... when the HE shatters or you have a broadside..... load the AP it was quite effective at T6

Doing it in primary school is for convenience. Rounding 5 is not a fixed rule. You technically could round it down. It depends on the calculation method that is used.

BUT the result is what WILL NOT be penned. A 76mm shell would not damage 13mm of armour.

The points you can spend are gained by playing in battles. Points are spent by clicking on the captain, and you'll see a screen with all the skills.

Yeah, but you still can get a good secondaries build, I am on the Bayern, but I got a decent idea of what to build for secondaries. I go Preventive Maintenance, expert marksman (you can go adrenaline rush if you want to, either is probably good), basic firing training, and lastly advanced firing training. Remember this is not a build to stay at 20 km sniping.

I wonder how this ship is supposed to deal with Khabas, Tashkents and Kievs except for going invisible? Esp. Tashkents that have a 15.6 km range ...

Vermillion-Tea I don't know when u started playing. But in the beggining the Ijn cruisers had the best concealment. But then the british cls were added and now have the best concealment. Now these us cls will have the second best so ijn will be third.

Well if you say that the gap is smaller you either mean that light cruisers are getting worse, or 'stealth cruisers' are getting better. Both ways it feels like you're saying IJN cruisers are getting stronger.

I put speed mod on her since she's so slow to help her maintain maneuverability when I'm forced to kite away.

Speed mod? Do you mean acceleration/propulsion mod? That thing only affects the initial acceleration (forward and backward) from 0 to 6 knots. It's completely useless for active kiting. Shame the tooltips don't really inform players about that.

In fact i am also testing the propulsion mod , but the idea because of this is since i play in static positions behind islands i want to reverse as quick as possible the moment i am spotted or targeting me.

The recommended captain build adds up to 21 points. You have to choose two out of AFT, DE, and SI. Can't have all three.

You _can_ have three, but you have to have only 1 2-point skill and 1 3-point skill.

The first 14 points are going to be used on a 1 point skill, a 2 point skill, either DE or SI (3 points), then CE and IFHE. To get both AFT and the other 3 point skill, you have to spend 7 more points, which would bring you to 21 points, so you have to drop one of AFT, DE, or SI since CE and IFHE are not optional.

Small tip for you, upgrade HP penetration 30% then you can get more damage even though less fire chance little. 152mm/6=25.3mm penetration 25.3mmX1.3=32.93mmMost ship skin is about 32mm include BB. Believe me

I cannot tolerate that horrible maneuverability of the Chappy.

Yeah, I find that boring - although the US cruisers are also made for camping behind islands, they are better at getting away, going stealthy, and killing DD's. Much more fun. I am currently grinding the French since although they are not stealthy, they are fast and manouevrable and good at kiting around the map.

Chapayev is a backline cruiser that excells at accuracy at any range, baiting fire, and kiting. To contribute to a team win go for starting fires and switching targets constantly. Do not solely focus on kills. Instead focus on getting your DPM out far and wide. This ship frequently tops the leaderboard with no kills ... in a win. This ship often earns "Confederate" and "High Caliber", both being true rewards for individual play as opposed to Kraken. Kraken gives the illusion of indidual excellence but in reality is earned by a team effort. Has anybody gotten Kraken by doing 100% of the dmg in 5 kills?

Honestly sad to see the cleveland get tiered up to 8. I wish all cruisers played more like the t6 cleveland where your armor actually mattered. It was more fun to play with and against back then.

Just adding that IFHE seems like a better first choice than Concealment Expert. Once you start up the 6 inch fire hoses Concealment Expert will not do much for you.

Your average HE dmg was 225 per hit. I can do more in a Krasny Krim. I played my Cleveland yesterday and it was pretty meh. One match had T10's and with the obligatory 5 BB's per side it was no fun. That's with IFHE and a 19pt. captain. I like the faster turret traverse but when your shells do so little dmg that becomes a moot point. Bottom line for me ... I can contribute more to a team win by leaving this ship in port and showing up in any other T8 cruiser I have. Unless the match has 2 CV's this ship is mostly a liability for the team. Cleveland is now just another "grind-through" ship. For the ultimate joke in this patch try the Pensacola. The massive nerf to turret traverse makes it worse in T6 than it was in T7. Das Bat

Bat Rastardly he clearly stated that it's a 10 point captain without IF HE. Once he puts IFHE on it, it won't be shattering nearly as much and doing alot more dmg

mike815, I "clearly" got that he's not running IFHE. Neither does my Krasny Krym. I routinely check my avg. dmg per hit and 225 a hit for a T8 is a total joke. OK IFHE will help, but not enough to make this ship viable in T8. (the tier voted "most likely to be bottom tier")

Depends on your ability to find cover. If you have good grasps on every map layout and how to use them properly, go for ifhe first. Otherwise, CE is better since it does give you a bit of more flexibility to reposition. And the radar issue as flamuu said

I went with concealment in mine. Fires can make up for lack of IFHE in the meantime and concealment can help you get away from sticky situations.

I personally go for IFHE. I prefer the more reliable damage right away and rely on my (cough) skill to position correctly.

Good luck counting the dislikes, sunshine YT doesn't count count them "correctly" (afaik it's only metadata they can misuse somewhere else). Anyhow definitely concealment first for me, since the synergy with radar is perfect... I prefer superintendant as my first 3 point skill aswell, so it's more or less a no brainer for me

The game is full of these now, every game, 5 of them on each team. Mine all seem to die within the first 5 minutes. Where did all these players come from and why are they so inept ;_:

I cant bring myself to believe so many people playing these t8 clevelands have never played tier 8 before.

Well of course, since most people buy Cleveland just to get a free tier 8 Cleve, thus shorten the grind, it's no wonder they don't know how to play them. :) So..... just go with the flow, bring your BB or DD, and start farming damage, exp and Credits. But do it quick, for this period will not go on for long. ;)

A lot of these players have essentially skipped a good 50 or 60 games of cruiser play in going from tier 6 to tier 8. A good portion of them I was chatting with last night hadn't even experienced a top tier game before. There's going to be a lot of growing pains for them. The numbers will die down in about a week and then even more so once the dedicated get there 170k to 190k exp in preparation for Seattle

Many are showing up in T8 with a T6 midset. Sitting dead in the water behind an island with all that high tier radar and much faster ships getting on the flanks is disasterous. People will learn ... and likely leave their Cleveland in port and take out a real T8 instead.

no way, not played for 2 years, clevland was my favorite ship in beta,then they nerfed it again and again and again... now they made it tier 8 lol rip clevland.

If I got 5 fires I considered that fantastic before. I have top hit % as well with some ships having over 40% hit chance. Strange/suspicious to see how Community Contributors have insanely much larger chance to create fires than me...

Was my 2nd most favorite ship in game, so of course wg fiddled with it. Truth is, I knew it was probably a bit op because I'm not a good player, and I had fun in it. I'd like to thank WG'ing for removing some fun from my game. Edit: My wallet is not closed, but I just realized I have not spent any money on the game since they moved the Cleveland. Since I have not been playing as much, did not even renew Premium.
