lower E mana cost, E armor shred slightly increased and increased AD growth

they need to remove skarners slow. He has 2 hard cc's and a movement ability, he should not be able to slow.

His rework made him a tank now. Think of him more like a Nautilus or a Maokai since they have a similar move set

@@bartlomiejmadajczyk8560 well then just nerf his numbers. I think his kit is good as it is, his damage numbers just have to be adjusted to be in line with the rest of the cast.

The buffs do jack shit for the champion XD
