In the comics she has the ability to bring him back to life in which she did. The reason why they didn't do it in the move really bugs me.

Ah it hurts! I found their bond so touching... and it was so sad when Pietro dies because for the longest time, he was all Wanda had. So it's a good thing she's with the Avengers now, they will be like a family to her so she's not alone without her brother.
