Why is the county gorvernment not supporting frmers in north eastern kenya,tgey can buld feedlots ,facilitate harvesting and planting of these type of grass together with the private sector to avoid the perennial dying of animals .....due to draught

It's not even that one we used as reeds called MAKADA, in Kumam.
AM FROM RWANDA AND THIS TYPE OF GRASS IS COMON WE CALL THEM 'URUBINGO"
The people in the back ground with the machetes look so inefficient it is frightening.
