The children run there, because they're hungry, etc. and expect food. These packages then explode. It's only little explosions so the kids are 'only' severely injured. Medics and other people rush to help and get double tapped. Meaning the location got bombed again. It was obviously the Capitol and breaks the last defenders that are shocked at the brutality of the regime they defended. But in the last conversation between Snow and Katniss, he drops a hint, that it wasn't him, but admires the effectiveness of this ploy. It is highly probable, that the rebellion orchestrated this massacre and Katniss believes this as well. The new President Alma Coin gives Katniss the opportunity to execute Snow. She turned around and killed her instead as she blamed her for Prim's death. Then the book and film become depressed as fuck with a ending that was way to dark when I first read it in 2010... Because I was like 10/11. Kinda crazy I still remember that shit just like that... Also this double tapping shit reminds me too much of the Russians in Ukraine. It's such a disgusting tactic but unfortunately used by the Russians today as well...
