I always figured that the reason he didn't use Gear 4 very often was because it had a time limit (like how he didn't use Gear 3 that often earlier in the story because of that whole shrinking thing) and also he wasn't sure it would be enough in the first place.

Jimmy has special powers because he should have got caught up in at least one of the wars and fights that should have ended a normal humans life, he has avoided everything but being turned into a toy, and still came out unscathed with everything he came for and more. He has the ultimate plot armor. With no skills or strengths other than he is always at the right place at the right time to get what he wants while simultaneously avoiding the danger that is all around him.
