What a TREMENDOUS lecture.
The good lecture.
Beautiful lecture.
He misses in entirety the curent construction. The bill of rights 1688 was created by convention and is thus outside of the control of government. Lord Blackstone would be very disappointed.

Typical of the late Lord Justice. Sir John was always strictly logical, but he believed law should, at times, be tempered by mercy. Wonderful to hear his voice and follow his rhetoric! Dr Charles W Spurgeon, professor emeritus, English literature
