About Chunli's "safejump" stomp. Normally Chunli's "true safejump" is +46, when +46 Chunli's stomp will immediately fall to the ground. When +45 Chunli's stomp will become a double(or even triple/quadraple jump). +45 is not a true safejump (it will lose to 5 frame light dp, still safe to 6 frame OD DP). Furthermore, Chunli can control from +45~+48 by the different timing of air combo after launcher (jump stomp > delay jump stomp > j.HP > j.HP), long answer short, the more delayed the 2nd stomp, the more plus frames Chunli has. It is kinda gimmicky and will be figured out if the opponent lab Chun hard, so Japan Chun pro's now will do only +46 timing when trying to perform safejump (they will still setup +47/+48 for meaty overhead/fireball), and by slightly delay the jump timing if they'd like to perform stomp double jump setup.

JP doesn't have a 6 frame reversal, so it's real against him. Obviously he can OD amnesia, but that's not a guaranteed punish, it just puts him in a much better situation.

I may be wrong but JP's hurtbox was extended for the projectile. When he got hit the hurtbox reeled back to normal whiffing the rest.
