I believe the movie was not fully finished at that time and they absolutely didn't have a script, some 70% of the movie was improvised.

"I didn't kill my wife! I don't care!" Based on a compelling Quinn Martin TV Series that became a remarkable action thriller! Harrison Ford and Tommy Lee Jones are terrific in this version! I also enjoy the underrated sequel, "U.S. Marshalls" despite its problems.

Fun fact: Tommy was supposed to say "That's not my problem." But he forgot it and said that improvised line instead. I believe it fitted perfectly.
