    The popularity of this proclamation in history is somewhat over played. While it may be considered a step in the direction of abolishing slavery that was not its primary goal. It was primarily a military tactic and its goal was to create turmoil in the rebellious states when the news got to those in bondage in the hopes they would organize an uprising. This would in turn greatly bog down the Confederate armies because they would have been forced to abandon any advancements and would have to backtrack to the south to deal with the rebellious slaves uprising. It failed in its goals as there were few uprisings and they were little more than a small hindrance.
