No need to waste time using chopsticks to dish out the noodles. The ladle or scoop would be good enough and faster so that those at the end of the line would not have soggy noodles.

Why are those cutting the line (woman with child, those asking for second scoops of) given priority over elderly waiting behind you. I thought this free food was more for the elderly.

You are cultivating and encouraging people to cut the line. Don't entertain their requests to get their share first if they are not in the line. After the food is free and they should follow the rules. Even in other places where you at for the food, you are served first if you order first. Such unruly behaviour!
