I mean, presumably, there are several billion live craftworld eldar, in all craftworlds combined. There is also a large number of dead brought back to fight as wraith-guard or wraith-lords. They can afford occasional limited campaigns with some thousands of casualties. What they can't do is fight prolonged attritional wars, like the Imperium, with it's countless trillions.
