I have to use chicken wire over the soil after I plant....because the squirrels dig it up...ugh. I put about 1-2” of crushed fall leaves under the wire. Garlic has no issue pushing thru the wire in the spring.

I'm in Talladega Co. Alabama. Every year is different, so it is a crap shoot as to whether we will have hard freeze and snow or not. I just happen to have a bunch of uneaten garlic in my kitchen. It is probably soft neck, having been purchased at a big box store. I have it, so I may as well plant it. The first frost is early this year, Tuesday. Four weeks after the first frost is planting day, so about November 15th. We had a hot summer with summer hear arriving a month early, so I am betting on a long cold winter this year. I am prepared for it with hoops on all of my raised beds, and more than enough 6 mil greenhouse plastic. (Not the stuff purchased at the local stores.)

I mix my granulated fertilizer in with the soil and after I poke the holes for the cloves I put a little bone meal dust in each hole. I also put about 4-6" of straw on the bed over the winter.

If it’s not organic it’s probably got growth inhibitors sprayed on. Grocery stores don’t want sprouting garlic. Try washing them good or buy the organic and try again. I bought elephant garlic from a local farmers market and they all sprouted and are used to my area. Hope this was helpful!
