Lake travis was the worst 6AD1 team in their district (behind westlake and dripping springs). Meanwhile Vandegrift was the best in their district. Both schools are located in NW Austin so thats why they played each other.

It was actually based on enrollment of the 4 playoff teams in each district. Westlake and Lake Travis were D1 and Vandegrift and Round Rock were D1 from their district. (2 schools with more students go D1). Round Rock screwed up things because they had the 4th place Tiebreaker by beating Westwood Earlier in the Season. Had Westwood made the playoffs, Vandegrift would have went DII.
