    Most people won't pay any attention to whatever scoring system you want to create. To turn people away from the more harmful practices, charge high fees to industry proportional to emissions, extraction or habitat destruction. The policy will be fair if fee proceeds are shared equally to all people. (This should be a global policy.) A big fee on destroying meadows and forests will promote conservation of biodiversity. The policy would raise the price of food. People will try to not waste it.
