100% guarantee you those are abandoned homes that are boarded up to prevent people from breaking in a squatting. But if you just have board's, well it's definitely abandoned and people will try and break in. So you dress it up. That way it's boarded up but doesn't look like it is to make it less of a target. Now the other thing is. If that's the house that's listed for rent and it's like that. You're getting scammed. The person found out it's abandoned falsely listed it and has no right to be "renting" it out. They get the first and last months "rent" and runs. That or they turn you into a squatter while taking money from you every month.

For anyone who wants to know. This is a place called Fricks Lock Trail Head not too far from the Limerick Power Plants. You can go on the property. But I will warn you. There is a candy place right there with cameras up. They do close the gate at a specific time and do tours at times. Place was built in the 1700s and abandoned in the 20th century. In 2003, these buildings are listed as a historic district by the National Register of Historic Places.

This was done in the early 1980's in Brooklyn & the Bronx in NYC. A lot of buildings were empty & going to pieces from landlord neglect or abandonment. It started slow & then became a full fledged action done in an attempt to do different things, one of them being to help with the morale. It was mostly in the Bronx. But we lived across the street from 3 (abandoned) apartment buildings in Brooklyn that had boarded up windows that had painted shades, or curtains, even a vase of flowers in a window here or there. There were others of course too. It wasn't at all as bad as the Bronx though. The Bronx was a sight that is for sure! Painted windows, silhouette's, curtains- it was weird!

@vanessavanessa3195 Electric companies (at least in the US, not sure if it happens in other countries) will build a fake house around substations in urban and suburban areas. They do this to hide the substations to make the neighborhood look nicer and thus increase property values. Hiding the substations inside a locked building also increases safety by preventing the general public from having access to the substation.

Having something like that slapped in the middle of a neighbor can decrease the appeal of the surrounding homes, so they cover it up to preserve the property value.
