Ultimately, the visit to the civil affairs bureau was unimportant. Getting married and getting her dad's watch back from the scumbag were both more important. They saved production costs and viewers' time by skipping the civil affairs, waving the certificates as proof, and then getting right back to the first tiny step in her recovery (and hopefully her revenge).
