Yes you can! Make the batter of 3/4 cup all purpose flour and 1/4 cup Cornflour. Mix the batter for a while so that you wake up the gluten in the all purpose flour.

I remember my mother making these, she used meat though. We Anglo Indian's call this Panrolls.
