It was only in super lategame and really worked well only against sky units. The cast range wasn't that high as well

It was not removed earlier because of the lack of alternative solutions for Protoss against Infestor Broodlord lategames and mass BC. The tempest was literally created to fill this gap. its like how disruptors addition enabled nerfing colossus properly
