The shapefile format is a very common way to store GIS data. It is also commonly used to share and exchange GIS data. Shapefiles can be read by most all GIS software packages that can work with vector data. This video breaks down the structure of a shape file and explains its core component files.

    I got metadata in a separate folder in .pdf format. I can read it and all, would it be a good idea to make the .shp.xml files myself?

    It would be a good idea if you want ArcGIS to be able to access that information. ArcGIS won't be able to read the information in the PDF. Moving the metadata over to a ArcGIS readable format would enable you to do things like search the data in ArcCatalog by access the metadata, which might be useful to you. I guess it depends on what you application is as to whether or not it will be worth it to move it all over.

    All in all a good explanation but (me being a bit nitpicking :-) ) : one part at kzread.info/dash/bejne/YqCLpa9xZ6u0k6g.html ist not completely right.As the shx is only a direct access offset file you can also open a shapefile even if the shx is missing and re-create a missing shx file, for example with OpenJump.
