well they probably got a film permit to shoot there. So most areas where movies are filmed like LA they have filming locations...so that could be a certain highway, a movie theater, a restaurant. You can go through an agency, pay the fees, insurance, deposit and that whole area will be dedicated to whatever you're filming. so at minimum they paid at least $700 for a couple of hours. Or if you know the owner you could get a much better deal!
