In another episode they showed that the power plant had another guy who had the same job and was covering for him the whole time, then the guy retired and Homer was fully responsible at that point.

Homer isn't really a safety inspector outside of the job title. There was an episode where it was revealed that he had buttons that did nothing. There was a wall behind his with an entire team dedicated to the job.
