Why? He is escape material, how many staff are they going to have to put on? He is not a star - but a low down prisoner, rapist, extortionist, escapist, rather keep him under lock and key. He most certainly doesn’t deserve to have a trip outside, punishment by not being allowed to breath the air outside of his prison. That is his future, he did the crime so he must do the time.
