If you have 20 subscriptions I want use one terraform for infrastructure build what is the best option?

13:37 is that correct? I suppose it would work , but it's not recommended to do any manual changes to the state file

Yea, I usually use aws, vsphere and windowsdns

We use alias when we want to target multiple regions at a time. So all the regions, which are not primary, they are referred as alias and you refer those alias in your tf config file while defining the resources.

Not just regions but different aws accounts. I create a ACM cert on dev account and use alias to create a route 53 entry on a primary aws account.
