To determine the 3rd planting point on the adjacent terrace, where does the guy on the 1st terrace position himself? And where does the guy in the middle position himself at the adjacent terrace?

Why is the rajah contour arrow so so long? Is that how 25 feet looks like on the ground? If so, how come the 29 feet planting distance arrow shorter than the 25 feet rajah contour arrow? Secondly, isn’t it supposed to be called the terrace “horizontal distance”?
