You should start dropping cell phones with black permanent markers tied to them, along with a simple note: _Call the number in the phone and surrender OR write your name on all your body parts so we can send as much of you home as possible_ This is a trick used by first responders to clear people out of disaster zones. When people don't want to evacuate often all it takes is black marker and a promise to come back for their corpse. And it wouldn't be too hard to hack the phones dropped. You can program the phone to only call one number, regardless of the number entered. Or it could record all sounds around it and send the file to the same number or even a different one. Ultimately it gives the Russians who do want to give up the opportunity to do so. And by blocking all numbers except the ones already in the phone, as well as blocking the internet, you won't have to worry about that end.
