U look at age first if the person is older than 65 That's when the threshold can be calculated

Why do we subtract all three rebate amounts? Are we not just supposed to take out the one that is relevant to the person's age only?

If the person falls in the last category (75 and older) then they benefit from all three of the rebate categories. But if a person falls in the Primary section, you only subtract the primary rebate.
