Tranquil Downpour he has unique move. It was Dark Barrier also before Omega Rugal. But in contrary to Ford_Everest. The command list for them in Rebout and original are same.

I remember playing a KOF94 hack where I could play as Rugal just like this one (maybe this is the one), and sometimes after clearing one team, I'd go straight to Rugal without fighting the remaining teams. I have no idea if this has to do with the ability to pick Rugal as a "team" or if I am the only one that has ever experienced such thing.

I don't get what's more broken. The fact that genocide cutter dealing more than 50 Fucking percent, low kicks dealing a lot more damage than normal or reappuken dealing a third of a health bar.

In the orginal KOF 94, his Genocide Cutter did up to 90% damage

Color scheme and the ability to pick Rugal, as well as some bug fixes regarding Rugal's loops and some infinites of other characters.

Nelson's TAS and Game Archive Pick Rugal? Nothing a dipswitch or hack can't do hehe. Bug fixes? So Rugal and the Brazil team aren't as broken as normal? Lol that's lame haha. I guess Rugal doesn't have his reppuken infinites against the wall haha.

FutileExistence Yeah, it's meant to be as balanced as 94' can get without being Rebout. I'd use UNI. BIOS but Shuffle doesn't like re-recording with it enabled.

He didn't need a DM when his genocide cutter did 50% to 90% damage. He just foes more damage when his meter is full

RIGOR MORTIS Kinda. NEO-GEO is an arcade board that had a home version, that literally was just the cabinet slimmed down. The carts could be placed an AGS (the home console) or a full board on an arcade machine. It literally meant you got the arcade game at home with no differences outside of bonus modes, options etc. There was also a CD version but it was shit.
