    So the deadweight lost is the whole big triangle or just two smaller triangles without tariffs collected by the government?

    when gov impose an import quota, the deadweight loss is the whole big triangle. When gov impose tariffs, the rectangle is the government revenue and the two smaller triangles are the deadweight loss
