This is the Portsmouth Band,the Royal Band , based at hms nelson Portsmouth. They have Royal Band flashes on right arm & Royal insignia's on helmet plate. Collingwood Band are based at hms Collingwood fareham

Sounds well below the old standards to me, though maybe that's the recording.

Unusual setup, though. Notice there's no bass trombone but an additional tuba instead. Also only one euphonium
