You say to leave tank without anything, no ammo no gear and play on same lvl. Is that work whith any thank if I play lvl 8, bye panda upgrade and live in garage with no ammo and gear, can I stil play just with 8 lvl no 11 or must sell panda??

Unfortunately not. Some tiers are grouped together so buying a higher level tank won't change your opponents. For example if you are playing at tier 5 and buy a tier 7 your opponents won't change too much. But if you're playing at 5 and buy an 11 your opponents will change after 5-10 games. In general the tiers are 1-4 5-8 9-11 But buying at the top of each tier will bring the occasional match above your level, this is to try and get you to move up a tier and buy gold/silver.
