The Drum Major has a metronome in his ear. He's staying with it, not the horns.
Tank is just a very funky piece lol, you can hear/see the bassline staying with him
Sound delay. They're probably on time from their side, but it sounds different when you're standing right in front of them.
The piece is also very offset, on upbeats
I'm sure there's a bit of audio/video delay as well
