The only thing that doesn't make sense, is that tails is from Westside Island. Which is where Sonic 2 takes place. In fact originally Tails was going to be the guardian of the chaos emeralds of Westside Island, but that was back when every island was going to have their own emeralds. Tails didn't meet Sonic until he came to Westside Island, so he couldn't have saw him in Sonic 1 which takes place on Sonic's home of South Island.
