I would suggest you to get Deneb THE witch, rather than an original witch. Raise a wizard or a cleric to achieve INT and MP points more quickly, so your witch will be effective.

You have to make sure that her Alignment is not L. Secondly you need to proceed on to the part of the game where your opponent are already using witches. May I ask which part of the story line are you in now? You also need to fulfill the required stats. I would suggest raising her as a cleric or wizard rather than a solider.
