You ask a very good question, but perhaps the answer lies in foreign policies of these so-called "Ivy League Nations". What you must know is that the Second World War and the subsequent Cold war changed everything. Not just for the US and Russia but for every single nation involved in and around the region. I know I might sound like a conspiracy nut if I mention the involvement of CIA anywhere but that is something we all know about. Most of the current jihadists that you face problem with, the leaders of terror camps, and the ones who fund them and the ones who bring them arms and ammunition, all of these people have been found to be ex-special ops.. they can be American, British, French.. whatever.. you'll never know. These people have no profiles, no file that is maintained anywhere. The big challenge that India faces in the world is that we just cannot be seen or don't want to be seen as an intimidating nation, probably because of the size of our Military and our deep rooted alliance with Russia, & Israel. The reluctance that you speak of arises from these big nations because they have secrets to protect that go back to the Cold war era, and declaring it a terrorist state when there is an active Intelligence gathering working with the world's most prestigious Intelligence organizations, is not possible. I know how that sounds. It simply won't happen at least until the work of these organizations is finished. And nobody can tell how long that might take.
