In my interpretation, "Asfla Safeleen" Allah is talking about the past time in Jannah, when Adam AS was created in Ahsan e Taqweem standard and all Malaika were ordered to bow down to him. That was an Ahsan e Taqweem Creation of Allah, who passed the test of knowledge and Wisdom. But when Adam & Hawa disobeyed Allah and fell into the trap of Iblees, and ate the fruit of the tree, despite being ordered not to, then they got the consciousness about their physicalities and they started to hide themselves with shame and they lost their hijabs. They lost the Ahsan e Taqweem status and human limitations were imposed on them with their Nafs. Their mental, and thought capabilities were limited, as we experiencet today. Nafs became the dominant factor in their personality and enemy. So their status was downgraded from Ahsan e Taqweem to Asfla Safeleen.
