No, it is the balance of the speed of the stage. Stages have different lag.
What's the deal with those random numbers we hear during the fights?

In SFII, Boxer's turnaround punch has the announcer say some numbers out loud based on the punch's strength (which depends on how long the 3P/3K buttons were being held).

Look up “Boxer’s TAP” (Turn-Around Punch)

The longer boxer holds all 3 punches or kicks will determine what number he says which makes the move stronger.
